The origin of the Consultancy Bureau Directorate dates back to 1996 when Ardhi University (ARU) was established as a University College of Lands and Architectural Studies (UCLAS), a constituent college of the University of Dar es Salaam (UDSM). As part of an institutional transformation program and to achieve one of its primary objectives, the UCLAS Consultancy Unit (UCU) was established in 2001, primarily to enhance efficiency in consultancy services. In 2007, when UCLAS was transformed into Ardhi University (ARU), UCU was also renamed Ardhi University Consultancy Unit (ACU). Additionally, to improve consultancy services for income generation at ARU, a company called “ARU Built Environment Consulting Company Limited” was established under Article 2 of the MEMARTS, 2018, and all consultancy work was transferred from ACU to ABECC. Consequently, ACU remained focused on public services and outreach.
The 2022 approved organizational structure of Ardhi University established the Consultancy Bureau Directorate (CBD) to replace ACU, with the CBD's objectives being (1) to coordinate public services and outreach at the University and (2) to operate short courses through the Department of Continuing Education. Additionally, the approved ARU Management Committees and Boards, Functions and Composition of 2025 established the CB Board and its responsibilities.
