Dr. Kalugila is currently the Dean of School of Architecture, Construction Economics and Management and Senior Lecturer in the Department of Architecture at Ardhi University (ARU). She obtained her Bachelor in Architecture (2002) from University of Dar es Salaam (UCLAS) and Masters (2005) from Oslo school of Architecture and PhD (2014) from Bauhaus University-Weimar-Germany; her research involvement has been on informal urbanization with a focus on Informal Land Developments. Apart from teaching she has been involved in mentoring students especially ladies in her department. Shubira has gained international and interdisciplinary exposure and experiences through her studies, research and taking part as a participant and in organizing workshops and conferences; also through scholarships and taking part in international collaborations between Ardhi University and other Universities outside the country.
